This lake has a surface use regulation which restricts boaters to the use of electric motors only.
The city of St. Paul offers canoe rental on this lake. The canoe rental concession is midway along the west shore of the lake. This area is accessed from the main park entrance road off Wheelock Parkway.

Shore Fishing:

The entire shoreline of both Phalen Lake and Round Lake is within Phalen Lake Regional Park. In addition, there is a fishing pier on Round Lake and another pier on Phalen. Fishing from shore may be limited by aquatic vegetation during a portion of the year.

Management Plans:

  1. Re-survey in 2015. Population assessment in 2021.
  2. Stock 316 pounds of walleye fingerlings (4 lbs. per littoral acre) in even numbered years.
  3. Stock 297 hybrid muskie (2.5 fish per lit. acre) in odd numbered years.
  4. Stock 2,400 channel catfish yearlings (30 fish per lit. acre) annually, as available.

Exotic Species Alert:

This lake contains Eurasian water milfoil. Remove all plant material from your boat, trailer and other boating equipment before leaving the lake.

Phalen Lake is very popular with shore anglers. Some of the more popular spots are from the fishing piers, below the parking lot at the end of Larpenteur Ave along East Shore Drive, and along the south shore.
Boat fishing is limited by the electric motor only restriction. This lake can get windy, and travel on the lake in high winds with an electric motor would be difficult.
